IFAB to Approve Penalty Kicks Rules

Another rule is a red card for handball that prevents a goal from dropping out of place.

DOHA--The International Football Association Board (IFAB) held a meeting on Monday (13/6/2022) in Doha, Qatar to approve changes to the rules in football. Among the focuses is the discussion of penalties when handball is in the penalty area, as well as the rules for penalties. The rule changes are scheduled to be unveiled on July 1.


Reporting from Marca , Tuesday (14/6/2022), the goalkeeper when facing a penalty kick may have one foot in front and behind the line. Most importantly, the foot touches the goal line. Thus the goalkeeper may not stand in front of or behind the goal line.


Another rule is that five substitutions are allowed, although not all countries may apply this rule. However, in all competitions organized by FIFA, the changes to the rules will be officially enforced. A sixth substitution can be made if the competition rules provide for it.

The problem with the number of substitutions has actually been implemented since May 2020. The Covid-19 pandemic has made IFAB allow a five-player substitution rule. Previously, a maximum of three substitutions could only be made.

The Premier League previously did not agree with the five substitution policy. But in the end they accepted the decision.

Another rule discussed is about a player preventing a goal or an opponent's goal opportunity by handballing. The new rules state that the player concerned must be sent off, wherever the point of the violation occurred.

The semi-automatic offsides implemented in the Arab Cup and Club World Cup are still under consideration and a decision will not be taken at the meeting in Doha. This semi-automatic offside uses VAR-like technology.
